Joan Blankenship, president, called
the meeting to order at 9:00AM. She
opened by discussing the Mid-Atlantic in New
Jersey, this past September. It was great that the Virginia team won. Ivan Morris was the winner and will fish the
Federation Championship with B.A.S.S. in January in Alabama
Minutes from the last meeting
were accepted as read; motion by John Britton and second by Steve Woodroof.
Treasurers report was accepted
as read; motion by Bo Copley and second by John Britton.
Old Business:
Magazine:
- Hook Set magazine is our official publication for
the Virginia BASS Federation Nation. Copies handed out to each board member.
- Each region is expected to write a report and help
sell ads. The deadline for
submitting articles for our second issue will be posted on the website.
Each region is to send info on 3-4 advertisers and Joan will contact. Also, region directors to take Hook Set
to their region meeting and hand out to save on postage.
2007 Calendar:
- Federation Championship Ivan Morris Jan. 17-19,

- Casting Kids and Junior World Championship Joan
will help w/Casting Kids Jan. 18-19, 2007, Gadsden, AL
- Bassarama A booth costs $450 and we will not be
able to run Casting Kids. Joan
suggested we change to the OCHS Boat and Sports Show on March 3-4,
2007. Becky Gore stated there were
70+ vendors last year. Admission is
$5, but vendors are free. A two day
ticket can be purchased.
- Board meetings need to be moved to different regions
and each region would sponsor.
January 28 board meeting to be held at Shoneys in Richmond. Contact Bo Copley for directions.
- February 16-18, 2007 B.A.S.S. Junior World
Championship
- February 23-25,2007 Bassmaster Classic, Lay Lake, Birmingham, AL
- OCHS Sports Show March 3-4, 2007 in Orange, VA
- Make the March board meeting on the 3rd
after the OCHS Boat & Sports Show
- March 10 Icebreaker Benefit on Lake Anna
because of warmth at $100 per boat.
We need to send John Britton a flyer and put on website. John Britton will get a ramp ASAP

- April charity tournament for Neiman Pick V-foundation
Region 10 host changed to Aug. 4th at Smith Mountain
Lake night
tournament and use Parkway ramp.
- Mr. BASS 2007 April 21 22, 2007 (Hosted by Region

at North Bend ramp (Board voted to let
each club decide which month they want to fish in 2007)
- June 1-3, 2007 Free fishing events for all youth
and casting kids

will be the headquarters.
- August 11, 2007 His & Hers tournament at Lake Gaston region 7 to host (Cookout) You can bring a youth member if spouse

- Youth Tentative Dates 6 events instead of 4 and
youth can choose which to fish

Youth:
- Paul Thomson, Director, introduced Jim Sutton, Dave
Black & Bruce Ring as youth team.
They worked to make rules simple for the youth. They will see what works and what does
not this year and make changes where needed.
- Youth new name is Future Federation Nation Bass
Anglers
- New rule: each
chapter shall do one project in the following areas: conservation, community and casting kids
- Junior
State participation
Must be a member of national B.A.S.S. and the state
- Youth clubs must keep records of tournaments and
submit to the youth board and that is how they qualify for the Junior
State Qualifier
- New rules and point system to be released first of
2007
- All youth to provide birth certificates to confirm
age limits
- Changes and youth by-laws voted on. Mike Bryant made motion and Dwayne
Linous seconded. All approved
- Parent suggestions to fish on Sundays with practice
on Saturday to prevent traveling on Friday for working parents and youth
- Youth can choose which tournaments to fish and try to
keep travel time under four hours
- Youth to host the Mid-Atlantic Invitational on July
14-15 on Potomac (tentative) approx. 5
states participate
- June 2, 2007 Region 5 youth day and casting kids
- June 2, 2007 Region 1 hosted by Locust Shade
- June 2, 2007 Region 3 at Pocahontas State Park
- June 9, 2007 Franklin Park
to host region 9 youth tournament
Casting Kids:
- Bert Seymour, new coordinator
- Instructions and contestant form sent to each
director by email
- All events MUST be sent through Bert Seymour and
forwarded to B.A.S.S.
- Club must be member of state in order to conduct
Casting Kids events
- State Casting Kids Final before October 15, 2007 -
TBA2007 Tournament Payout:
- Several regions wants a longer payout
- Regions to vote for 1 for every 16 people or 1 for
every 10 people
- Region 7 gave us a new payout matrix
- Voted for region 7 matrix 6 approved; 2 no and 1
abstain
- Payout matrix will be given with tournament rules at
meeting prior to tournament
- Another suggestion is to get a sponsor to donate
funds to the tournaments and make payout larger and use the sponsor name
on the tournament
Sponsors:
- Both the Mercury contract and the Lowrance contracts
have been signed and products have been received. Motor Guide and Lowrance
have provided product for the state team.
There is still Mercury Oil that can be purchased for half price
before the end of this year. Lowrance
contract- they have stopped making the 332 and their new product will not
be available until 2007. We have a
credit certificate which Joan will try to use to purchase items for next
year or ask if we can use in 2007.
We can raffle our trolling motor at the Team Championship in 2007.
- Dave Holloway from Skeeter has not received packet
from Joan. She had mailed two times
long ago and she will call Dave to discuss with him. Joan will send again in 2007 with pictures
and our new Hook-Set.
Conservation 2007
- Anglers Conservation Team (ACT) this is a network of
leisure anglers who volunteer to work with BASS conservation and the BASS
Federation Nation to protect and enhance fisheries and aquatic
habitats. The overall goal is to
supplement the capability of the BASS Federation Nation programs. For more details contact the
conservation director Robert Blankenship
- Robert has become involved with Claytor Lake
and the FOCL (Friends of Claytor Lake) program
- FOCL wants to print brochures for $500 and distribute
in 2007 to get help to clean up debris on Claytor Lake
and they want the B.A.S.S. Federation Nation of VA to help with the cost
of printing the brochures
- Vote to pay half of brochures if our logo is on the front
and we will wait until January after we receive $1000 from B.A.S.S. for
conservation. John Britton made
motion and Mike Bryant seconded.
Vote carried with seven in favor.
Print enough to give all of our members.
- Grants available for conservation let Robert know
if need arises in your area
Legal Issues:
- The by-laws revisions by Steve Woodroof and Mike
Bryant are to be discussed and voted upon.
- Motion to accept changes by John Britton and second
by John Terry. All approved
- Section 7-2.4 chapter in good standing Can members
return to B.A.S.S. and be able to fish state events in 2007? Yes.
Allowed due to split of federation in 2006.
- The accountants Mallard & Mallard reviewed the
IRS non-profit status.
- 10,000 Raffle
tickets were disbursed to all board members for the custom engraved
Remington 1100G-3. Drawing held
October 15, 2006 and given to Ivory Stockton in Region 5
- Smith
Mountain Lake
Franklin County Land Acquisition Anglers need more access to
lake. Support Franklin Co. Board of
Supervisors to purchase land on SML.
Mike Bryant made motion and second by John Britton all approved.
- Partner with organizations in order to improve access
to lakes
New Business:
BASS Federation Nation:
- All rosters and dues must be paid by 12/31/06 to
B.A.S.S. online and to the state by 12/31/06.
Tournament Director:
- Abe
Street Resigned
- Jeff Franklin, new Tournament Director Jeff not
available today. He will become new
tournament director and possibly Tim McCoy as asst. director if he accepts. John Britton made motion and Mike Bryant
second. Vote all approved.
2007 Budget:
- Raising money Some regions use advertisers to link
to website or help sponsor payout of tournaments. All regions need to work to help the
state get sponsors and advertisers
- Per members if we link Bass Pro to our website and
our members use the link the state gets a rebate from Bass Pro for
purchases
- Budget to be presented at January board meeting. Youth, conservation and regions to get
items for budget to Pam Bryant by the end of the year.
Region Reports:
- Region 1 and 9:
John Britton- has met with region 1 and 9. Region meeting will be the 1st Wednesday
of the month. Most clubs are
fishing both BASS and TBF. He has a
tentative schedule for tournaments for 2007.
- Region 2: Steve Woodroof- Region tournaments set for
lst Sunday of each month. Check the
website at Reg2.va.us. There was a
great show at Smith
Mountain Lake
with the B.A.S.S. Northern Open in October. B.A.S.S. will not have a northern
division next year; look for the southern schedule. Thank everybody for all their hard work
this year and it should get better the more tournaments we conduct. Asked for any suggestions to help raise
money?
- Region 3: Bo
Copely talking to all clubs that paid BASS dues. Holding a meeting in three weeks to talk
to clubs and give them the deadlines for rosters and dues.
- Region 4: Dwayne Linkous- Really good year. Started the year with a great
sponsor. The region did not have to
use their funds to conduct tournaments.
They paid back 90%. Region 4
raised money for Neiman Pick and Relay for Life. They have recently gotten another
sponsor to help with tournaments. Holding meetings to try to get clubs back
to B.A.S.S. Suggestion to add our
web address to more things and publicize our state.
- Region 5: Mike Bryant- Region 5 had a very good
year. This region had split down
the middle with 8 clubs staying with B.A.S.S. and 8 fishing with TBF. Their youth day started four years ago
with 10 youth and this year there were 61 at the youth event. They have been approached to partner
with some organizations for 2007.
Region 5 is starting a youth club in 2007. Also, they have voted in two new
clubs. Another club being formed.
- Region 6: John Terry A good year. John will have two new clubs join BASS. He introduced their new youth director,
Andy Gall. They also have two new
youth clubs starting in 2007.
- Region 7: Ivan Morris not present; Jim Geiser filled
in- Region 7 had a good year. They
were very pleased all went well at the state level. Region still split. Two members of region 7 on state team;
Ivan Morris the winner and Craig Owens.
Joan suggested we get Craig involved in helping at the state events
and running our raffles.
- Region 10: Ed
Clayton stated region still fishing BASS and TBF. He likes the state payback with larger
amounts to lst and 2nd place.
They have a really strong youth group. They have an Open tournament scheduled
for April 7, 2007, at Claytor
Lake.
- Sid Ryan, Vice-president: Hook Set deadline will be determined and
guidelines to follow. We received
new quotes from printing companies for our magazine. Mentioned our webmaster will renegotiate
in January. Raffle for next year to
be determined at a later date.
- Paul Thomson Youth:
The last two youth tournaments they had to make a couple of
changes. Some of our board members
helped. The OCHS color guard came
to the state championship and performed the pledge of allegiance. Steven Carr and Jesse Lineberry will go
to the JWC championship in Alabama. We had several youth help with the state
Fall Classic in October and they did an excellent job. We will partner the tournaments in
2007. Paul will help any regions or
clubs set-up new youth clubs. The
youth are working hard on conservation and stocking trout. Our youth donated two spotlights; two
drop cords and a bull horn to the state.
If any youth clubs are having meetings; the youth board would like
to attend from now until March and help with projects. Schedule to be posted in January 2007.
Turn mileage into Pam Bryant for
reimbursement.
Joan is working on sponsors for
2007. Still writing thank you
notes. Bits and pieces are what made
this year successful. We have done a
phenomenal job this year with the help of a great board of directors. Sid Ryan asked about the federation nation
award.
Mike Bryant, Region 5 Director,
wanted to remind everyone that the ads on our trailer will expire 1/31/07. Please have everyone send their check and
logos to Mike to put on the trailer. The
rates for the ads are in the Hook-Set and on our website.
John Britton made a motion to
adjourn and Bo Copley seconded at 3:00PM.

held in Richmond
at the Shoneys Restaurant on January 28, 2007.
