BOARD OF DIRECTORS  MEETING

MINUTES: JANUARY 25, 2009

Joan Blankenship, President, called the meeting to order at Clarksville, VA, at 9:00AM. 

 

Minutes from the last meeting were approved as read; motion by Jeff Franklin, tournament director and second by Mike Bryant, region 5.  All approved.

 

Treasurer’s Report was approved unanimously motion by Jeff Franklin and second by Bo Copley.

 

Old Business:

 

  • Tabled vote for Buy-In:  Region 2 – yes if eligible and participate in the regions; 3-make sure buyins are eligible and only at the Fall Classic; 4 – N/A; 5- no buy-ins; 6 – only for Fall Classic; 7 – only make it where you set a certain number per club like change the Fall Classic to the for 15  instead of 10 teams make 15 or qualify 4 for Mr. BASS instead of 2; 10 – yes. 

 

  • Motion to leave the Mr. BASS and Top-Six as is and change the Fall Classic since that is the first tournament for 2010.  Make the change for 2010 bylaws.  Motion to table vote to members allow 15 teams qualify for Fall Classic and increase Mr. BASS to 2 teams starting in 2010.  Motion by Bo Copley and second by Chris Merritt.  All approved.

 

  • 2009 Calendar – Open on 3/14/09 at Kerr Lake.  Entry forms attached.  Add June 6, 2009, for night tournament on SML by Anglers Choice and region 2 from 7PM to 4AM; and do 50/50 raffle for the state by Steve Woodroof.  Entry forms for MR BASS and Six – Man on the website.  Make your hotel reservations now.

 

  • Rosters and Dues – Do not send checks to BASS for dues.  It takes them too long to clear and show clubs active.  Send national and state to Pam Bryant if paying by check.

 

  • Hook Set – New issue ready.  Randy Hinman will start working on ads in February and have the new issue deadline in March.  Beavers Marine (Charlie Beavers) in northern VA may place an ad w/us.  Randy will check w/them on advertising.

 

  • Alliance Program – We are learning that it takes time to get our bonus from the Alliance.  Also, some of our members did not get their benefits. Lowrance discounts are available to all members if the unit is in stock. Does the state want to purchase an additional trolling motor from Motorguide this year?  Table vote for members.

 

  • Don Cockran is no longer w/BASS.

 

New  Business:

 

  • Conservation – Robert Blankenship has resigned due to work.  Joan is already working with legislation and other committees like Lake Gaston and weed council (Joan has been attending meetings since the mid 80s).  Joan proposes she remain the presidency and interim conservation for now until we find someone; second by Jeff Franklin.  There is biology events in the works and may result in funds at a later day. We are presently working on grant applications for 2010 as it requires a lot of preparation and advance planning.  If anyone is interested in the conservation position they need to contact the president.    Be careful about land owners closing off our lakes and ramps. 

 

  • The town of Clarksville is giving us $2500 to add to the tournaments in Clarksville.  $500 to the open and $1000 to team championship and $1000 to Fall Classic in a random draw.  Motion by Bo Copley and second by Trent Richardson for region 10 to test a new method of awarding this money. .  Approved unanimously. 

 

  • BFN – Pay dues for each chapter.  Poor business practice for members there are no benefits.  This concern has been relayed to the leadership team at BASS. 

 

  • Motion by Jeff Franklin and second by Trent Richardson to renew RJs contract for website another year.

 

Region Reports:

 

  • Region 1 – Website under construction.  Daphne Mullins will work on something and show clubs.  They want to fish the Potomac River and not fish the state events in the south.  We held a meeting yesterday and there was 2 men that showed up for the meeting.  We may hold an open tournament in July for 2010 on the Potomac River and give at least 3 months notice and may make it a fundraiser for the American Cancer Society.  Possibly use Smallwood State Park and second choice would be Leesylvania State Park.  .

 

  • Region 2 – Steve Woodroof, Steve West talked to Stacy Compton about the junior tournaments at Leesville Lake and try to get decent prices on motels.  Steve is getting camera boats for the elite in April on SML.  The elite asked us to bring Casting Kids to the event at SML.  The committee at SML went to BASS to get the Casting Kids on April 25, 2009, from 11:00 – 1:00 on Saturday.  We need 5 volunteers. 

 

  • Region 3 – Bo Copley, starting the New Year and trying to raise funds due to the economy.  They are trying to have other open tournaments.  James River clean-up for conservation in the fall.  Region 3 working w/three lakes on the recycling monofilament line.  Call Ron Southwick and let him know what is being done.

 

  • Region 4 – The board mentioned we should combine 4 and 10 back together since we are not getting representation in region 4.  The director for 4 has been working out of town.  Vote by regions and decide at March meeting.  Motion by Bo Copley and second by Jeff Franklin.

 

  • Region 5 – Mike Bryant and youth have made 72 spider blocks to put in SML.  New club The Reel Bassmasters.  Youth is starting again this year and they are looking for sponsors.  They had a couple youth graduate and join the adult clubs.

 

  • Region 6 –   Chris Merritt, new club Totally Hooked Bassmasters.  Focusing on new youth director.  A lot of excitement about the new program.  Lee Allison may do the line collecting at Lake Chesdin.  Tell Cockade City they are missed by Joan. 

 

  • Region 7 – Sid Ryan said Jim Geiser has officially resigned as director.  Rick Wisswell was voted in for 2009.  Jim is being treated at Portsmouth Hospital.  Tournament and youth schedule are out.  Seaport Marine is going out of business this week.  Skeeter is working on getting a dealer in VA.

 

  • Region 9 - Merge region 9 and 1 back together and make Scott Taylor region director.  Motion by Bo Copley and second by Jeff Franklin.  All approved.

 

  • Region 10 – Will do six open tournaments to raise money for the youth.  One they will split and give half to the state youth program.  One tournament will be on Claytor Lake. 

 

  • Tournament Director – Fundraiser in March Jeff Franklin will not be able to help.  Abby Ryan and Susan Franklin will help.  Remind all to wear life jackets and run w/lights. 

 

  • Youth - Paul wants Broad Run Jr. Bass Club refunded and dismissed as junior club.  Charlie Hill, Jr. sends an email to Paul about the change in meetings and how he communicated.  The board discussed the issue and wants to keep the club.  Anybody age 18 is eligible to be a youth director per BASS.  We will follow the same rules.  Let Joan contact Charlie Hill.

 

  • Form to register for OCHS show is in our Hook Set.

 

  • We have had some interest on the state boat and they are looking for financing.  We should have an answer on it very soon.

 

  • Anglers Choice open house on 2/7/09.  There will be boat dealers, pros, tackle, casting kids, and more.  They have agreed to give us product equivalent for their ads in Hook Set for all four of our tournaments. 

 

  • We can now deal w/Mr. Snow who handles the sponsors for BASS.
