BOARD OF DIRECTORS  MEETING

MINUTES:  AUGUST 12, 2007

Joan Blankenship, president, called the meeting to order at Brian’s Steakhouse in South Hill, VA, at 9:00AM. 

 

Minutes from the last meeting were approved as read;  Mike Bryant, Region 5 motion and second by Bo Copley, Region 3. 

 

Treasurer’s report was accepted as read; motion by Bo Copley, Region 3 and second by Ed Clayton, Region 10.

 

Copy of solicitation for BASS renewals from a fraudulent company was distributed to members of board and discussed.   

 

Old Business:

 

Updated 2007 Schedule of Events.  Junior State Championship will be October 6-7, 2007.  Place to be announced after last qualifying event.  Casting Kids Championship will be October 13, 2007 at Orange County High School. 

 

Fall Classic October 20-21, 2007.  Keep same motel for Lake Chesdin or James River.  Sept. 10, 2007 deadline to change location if necessary due to water level.  All approved.

 

Hook Set third issue to be given to region directors to hand out.  Pete Robbins helped put this issue together.  New deadline for the next issue will be October 1, 2007, and send to Sid Ryan.  We are looking for ways to defer the cost of printing.   One suggestion is to print one magazine per club to view and take requests from members.  Also, publish to the web for all members.  Directors will take back to regions and vote in November, 2007. 

 

Triton, Mercury, Lowrance package.  Joan sent list of state team to Triton for state team shirts.  The last day of the Mid-Atlantic there is a requirement to wear the Triton shirt.  You can wear your hat from any sponsor.

 

BASS asked us to discuss the BCWC series for 2008.  The consensus was to do away with this series by the board. 

 

Conservation and the ACT program by Robert Blankenship.   Claytor Lake just finished a habitat program in cooperation with DGIF, Virginia State Parks and B.A.S.S. Federation Nation of VA. Claytor Lake State Park asked us to pay a portion of the cost.  $321.60 for portion of cost by BFN VA.   Motion by Bo Copley, Region 3 and second by Dwayne Linkous, Region 4.  All approved, unanimous.  Very reasonable project.

 

Joan discussed the last championship at Clarksville.  One problem was how to get fish back in the lake and how to get water in the tubs.  We talked to chief ranger and asked him about installing a pump to pump water up the hill.  Contacted Chris Horton who said this has been done at other lakes.  Occoneechee wants to install a pump after Labor Day.  Use the balance of the conservation funds to do this project.  If we provide the pump they will provide a match of funds and the labor.  Motion by Mike Bryant, region 5 and second by Ivan Morris, region 7.  All approved, unanimous.

 

Legal Issues – Smith Mountain Lake no resolution this year on new ramp access. 

 

New Business:

 

Members want patches with Mr. BASS and Team Championship.  Pam called AB Emblems for quotes and should have next week.  Pam will let the board know the price.

 

Kyle and Rachel Tucker Fund – Donation due to death of Tim Tuckers the senior  writer for BASS.  He did the coverage of Federation events for BASS.  Steve Woodroof , Region 2 motion for  $100 donation, and  Paul Thomson, youth director second.  All approved.

 

Refund Prince George entry for Team Championship  I.  Sid Ryan, Vice-President motion to refund and Ivan Morris, Region 7  second.  Bo Copley abstained because the member was from his region.

 

VA Tech club membership dues and BASS dues donated by someone.  They can fish at no cost and they cannot receive any money if they win.  The ACC will not let them receive money for winnings in ACC sanctioned events.  Table discussion until we have more information at the  November meeting.

 

2008 Calendar:

 

Do we need to add another meeting in June since to long in between March and August We added a meeting in June.

 

Anybody that wants to fish the state events in 2008 must be members by January 30, 2008. 

 

Open at Lake Anna next year in March.  Paul Thomson, youth director, stated that most of northern VA did not know about the event in 2007.  Paul will help up North with advertising. 

 

Propose April 19-20, 2008, Mr. BASS.  Ivan Morris, Region 7 Director, motion for Team Championship May 17-18, 2008, in Clarksville, VA.  Mike Bryant, Region 5, second.   All approved.  Unanimous.

 

Dwayne Linkous, Region 4 Director, asked that meetings be moved to 10:00AM instead of 9:00AM due to long commuters.

 

Asked about Board of Directors husband and wife tournament next year.  Steve Woodroof, Region 2 Director, asked about opening it up to all members.  Keep the same guidelines with take a youth if no spouse.  $30 entry per team and $20 payback with $10 to picnic.

 

Region 4 to host the Fall Classic, October 25-26, 2008  tentative at Smith Mtn. Lake.

 

Expectations of officers and divisions:  Joan put together a list of officer duties.  Not any comments on the proposal of duties?   Just a guideline to go by. 

 

Joan Blankenship, President, needs rods and reels for a school based fishing program.  She has developed a pilot program for a local  school system that ties into  standards of learning. program   She  need Zebco 33’s for the program.  Rural Retreat needs 15 of any kind.  Steve Woodroof in Region 2 ;  Ivan Morris of region 7 and Paul Thomson  made donations to provide rods and reels for this program..  Robert Blankenship and Dwayne Linkous will work on some things for Rural Retreat.  Rural Retreat needs them at the end of August by the time school starts.  Region 4 may buy a few of Zebco.  Alan Rouse, Asst. principal at Rural Retreat is the contact. 

 

Nomination of officers for 2008.  Vice-president up in odd year.  Mike Bryant, Region 5, nominated Sid Ryan and Ivan Morris, Region 7, second.  Take to regions for vote at November board meeting.

 

Region 2 report:  Steve Woodroof held open for Neiman Pick at Smith Mountain Lake on August 3, 2007.  There was a good turn out.  The state made $735 to donate to Neiman Pick Foundation. 

 

Region 3:  Bo Copley’s region is doing well.  They had a youth day with 75-80 youth show up.  Getting ready for next tournament on Chickahamony.  Most tournaments average 22 boats.  Bo is working on getting other clubs back next year.

 

Region 4:  Dwayne Linkous thanked Steve Woodroof, Region 2, for help with the charity tournament.  Appreciate state approval.  The region has had competitive year so far.  Youth tournament coming up in a couple of weeks. 

 

Region 5:  Mike Bryant, had a good year.  New youth clubs with 10 members and 3 have already qualified for the state championship.  They are growing the youth club.  Casting for Kids and youth day had 72 kids.  There were two new clubs in the region this year.

 

Region 6:  Scott Mozingo is filling in for John Terry, Region 6 Director, said they have a youth club starting and growing.  The year went well for the region, but no new clubs as of yet.

 

Region 7:  Ivan  Morris stated their year is over as of last week.  Some members are still fishing both TBF and BFN VA.  Region 7 is doing well.  They have 70-85 boats per tournament.  Region 7 has held three youth events this year.  One left in October.    

 

Region 9:  Bill Deeds not able to attend. (Paul Thomson filled in for him)

 

Region 10:  Ed said Mr. BASS on Claytor helped their membership.  They have one more tournament to end the year. 

 

Paul Thomson, youth director, reminds everyone we have to have youth entry applications on time.  Paul wants the youth to be educational.   A few violations by youth were brought to the attention of the tournament officials and they were put on probation for first offense. 

 

Bo Copley, Region 3, suggested go with probation first and then next they will be disqualified.  Also, teach by-laws to youth.  The youth is growing and the advisors and directors have done a good job this year.  Next weekend will be at Aquia and Claytor the following week.  Let youth advisors make a decision about the locations and events next year.  Also, the youth calendar will be posted by end of year so regions can set their calendar.  The youth invitational that was held in Virginia this year was won by Virginia youth anglers.

 

Paul Thomson wants a trailer for the youth.  Committee of Joseph Thomson scholarship Fund will pay half of the trailer.  The other county youth clubs will also donate.  The stickers of the people and groups who made donations  must stay on the trailer, but the Federation Nation would own the trailer.  Must be limited to state use for insurance purposes and put in the name of the Federation Nation.  12 X 7 closed trailer.  They will build 8 X 8 floor with one tent over it for weigh-in.  Dwayne Linkous, Region 4, motion to accept proposal and Mike Bryant, Region 5, second.  All approved. 

 

Need to order hats, sweatshirts, t-shirts, etc.  Also, give a supply to youth.

 

Jeff Franklin, tournament director, reminded all board members that complaints must be in writing within 30 minutes of the weigh-in and not the next day.  Put complaint in writing and present to an official.  We need more help at the state events. 

 

Vice-president, Sid Ryan, thanks for the donation of $100 to the brain tumor center.  Some anglers are having an open tournament on Chickahomy, Route 5, on 8/25/07 and half proceeds go to the brain center.
